I am happy (not) to let the OP know that nothing much has changed from your description, as seen during my recent visit.
In fact we felt kind of having respiratory trouble after returning from there.
My child has vowed to never go out with me again to places I recommend :-(
It looked more like a warehouse, which is filled sparsely though, with non-functioning items.
A few items that worked I liked them, but was afraid to touch anything since it all felt dusty/dirty.
In general I think there is enough spent on establishing something, but there does not seem to be any plans to budget for ongoing maintenance.

Pathetic state of Periyar science and technology musuem. How can we help?
Haven't been to Periyar Science and technology museum lately. I think it's still in pathetic shape (that's what we heard from my kid's classmate who went there last year).
Was pleasantly surprised to see this one in Trivandrum. It's a delight for kids. Very well maintained. Helpful staff.

Out of the 100's of exhibits we saw, only 3 didn't work. (Periyar might want to take some lessons from Kerala :) )
