Hi - I think you need to pay US$20/- to get SC as you got USC before 31.05.2010 . Once you get SC, you can avail any councilor service.

Sanfracisco says it is free for those who surrender their passspost with in the 90 days of their getting OCI. ( basically we surrendered the passports while applying the OCI as it gets stamped like that when they returned these passports) But NY and Chicago are silent about this 90 days rule. Indian ...

if u r not that desperate to get USC then it is fine to take the risk. Otherwise you plan will violate the basic rule for USC that you have all intention to stay in USA and so attract some quires from INS. Anyhow ALL THE BEST.
