dormant bank account debit card charges

my bank account has become dormant , so obviously the atm debit card too has been disabled by the bank...when i went to close the account they said to pay a penalty/ account recovery charges towards the debit card annual amount...is tht even ethical and allowed, deactive account and then levy debit card charges...plz guide on how to proceed on this
