Sept. is little late for Niagara trip but probably this year, due to record heat in east, it might be O.K.There are plenty of threads which have discussed this. Few of them below.

Why Niagra ? It is overrated and you will be done doing everything that you can do in about couple of hours. Unless you like to see lot of water falling over a small cliff, you can skip this. There are many beautiful lakes in New York state that are lot more fun than Niagra.
But tis only my opinion :)

OP,
You can cover New York City/Washington DC and Niagara falls in 5 days if you are traveling with your friends.

Your question is not clear... where are you flying to? You may fly either to Buffalo, DC or NYC.
I would recommend:
1 day - Niagara
2 days - NYC
2 days - DC
These are the places that most people visit in east-coast. I haven't taken traveling times in consideration. Niagara to NYC is ~7hrs and NYC to DC is ~5 hrs.
If you don't want to do so much traveling then you may skip DC and visit Toronto instead (you may or may not need a Canadian visa based on your immigration status).

OP,
You would need to give our more details if you need any suggestions from members here. What's important to you might not be important to me. Meeting Obama during my visit to Washington is the least of my priorities :). I am sure it wouldn't be that for many :).
Also, you would need to go through the links provided by RRS. Half your questions would be answered if you went through those links which have discussed the places in East Coast in Detail.

Ya, i got some idea about NY from the links...
But i will explain my trip in details, so i will get clear help from you all..
We have 4 days vacation..
We planned to fligh from CA--> Chicago --> NY.
We can stay in chicago and then start to NY.
Want to see,
1) Niagra.
2) NYC. (Places you have to say.)
3) Either WDC or Chicago. (Since lack of time, which will be the best?).
As there is only 4 days time, we have to rush to see the places .And only one time to eastern side, So want to cover important places...
We are Just married couples, so we can travel a lot and see more places in a day. So please tell us how to plan the trip, where to stay, which places to visit.
Thanks in advance.

And also i found that, there are ferry trip to statue of liberty from NYC side (near Bowling green station) and another from NJ side (Liberty state park) . As most of the other attraction are on the NYC side, can i take ferrry from NYC side itself.
What is the advantage if i take the ferry from NJ side.

For New York. Look at this thread for itinerary suggestions and on where to stay. cronydude has taken pains to put down the details.

There's no advantage/disadvantage of taking the ferry from NJ side. Folks in NJ or folks who drive find it easier to park their car in Liberty State Park and then take the ferry. DC or Chicago, it would be up to you to decide.
