Recently when I went to Thomas Cook I was told that the Reserve Bank of India has a rule (about 3 yrs old) that a Foreign national can only cash a max of 3,000 USD TC in a month. For NRIs using a foreign address as their mailing addr, Is PAN card sent by private courier (Fedex, UPS) or Govt Post by the Indian authorities?

In my case I might not be at home and if it comes by a private courier then it can be an issue.
Regular mail I can have it picked up.
