Not sure if it is bullying or just kids being kids. My son who is very well behaved at home, turns to be a different kid at school. He seems to try to grab the attention of teacher (he went from 4 student in the class in US to 32 students in the class in India) and other students. So he try troubling his classmates to grab attention. To other students/parents he might sound like bully but he is not trying to trouble other but trying to grab attention. We have been working with him and he now shows some improvement. He is 4 yrs BTW. So to answer your question, there is definitely bullying at that age at school.
