Terrace garden in Chennai

Is it beneficial to invest in good roof-proofing for terrace garden (i.e. multiple layers of TAR, rubber sheet, etc to protect the leaks) in Chennai to keep the house cool and be earth friendly? If someone already did it, please help me in analyzing pros and cons and cost of it...

Will be returning to Homeland in 25 days ...hurray... after 7 years....so need to plan the Terrace Garden soon before the summer kills us :-)
