Credit card after R2I

Searched for this info in the forum but couldn't find it. Admins- please add to the MT if exists.

1) how do I get an Indian credit card while in US planning to R2I in 2-3 months? Can I get Indian CC issued while I am in US? or should I wait till I land in India (just want to make it as convenient as possible)

2) what is the best approach to handle (after R2I) immediate finance needs in India? Return --> Open Indian Bank a/c --> get cc? What is the time delay in getting one?
